Why doing it in person beats the online portal

State fish-and-wildlife online portals are not famous for being good software. They're built by lowest-bidder contractors, time out under load, and often present the licensing rules in dense regulatory language. The counter cuts through all of that.

Local stores are licensed agents. They have the same access to the state system, plus a person who can answer your questions: which tag do I need for an antlerless deer in zone 4B? Is my non-resident multi-day license better than the daily? Do I need a salmon stamp or just a base license?
